It is clear from an initial review of the decision, and the reasons for it, that An Bord Pleanala has endorsed the development on this site in broad terms, and most particularly in relation to its suitability for a large-scale retail development in the town. Bray Chamber believes that this general endorsement of the development is both heartening and important, and Bray Chamber welcomes the Board's decision in this regard. It is the view of Bray Chamber that it is understandable that An Bord Pleanala chose to refuse development on this site at this stage. The Board has been very clear in its decision that both an approved transport plan for the area and an approved flood protection scheme will need to be in place before it is in a position to grant approval for this development. Bray Chamber welcomes that direction and urges all stakeholders involved in the process to ensure that these reports are developed and approved as speedily as possible. It should be noted that there have been many significant developments since the oral hearing was conducted in October 2006, upon which today's decision was made. Much of the information that the Board is seeking is already in preparation stage or has been presented for approval, including the presentation by OPW of the Flood Defence Scheme in recent weeks, as well as the commissioning of a Transport Use Study for Bray by Bray Town Council, currently being conducted by Faber Maunsell. Both these developments will fulfil the most significant requirements of the Planning Board as set out in the direction of today's decision. Bray Chamber looks forward to these aspects of the sustainable development of Bray being expedited in a speedy fashion for businesses, consumers, users and residents alike. |
