Wicklow Rural Partnership Ltd Wicklow Rural Partnership Ltd. is a community organization set up to assist local communities in development. Their main focus is to implement European Commission's LEADER II programme. The 'Local Action Plans' generated under the FOCUS Wicklow programme can be used for submitting eligible projects to other agencies as well as to LEADER for funding.
