The deal includes a general hospital for Wicklow that will effectively involve a major upgrade of St. Colmcille's hospital in Loughlinstown along with an x-ray service and respite clinic with special disability support in South Wicklow.
His deal has also included the provision of an environmental and waste management plan to prevent illegal dumping in the county. A requirement will be the provision of more resources in Wicklow Co. Council to deal with the illegal dumping issue.
Councillor Kelly has demanded that Labour in Government deliver a third level college to the county, the inclusion of Co. Wicklow in any future de-centralisation plan, the upgrading of the road and rail network in the county and assistance for arts, culture and sport.
Councillor Kelly told Wicklowtoday.com that the deal was hammered out in a series of meetings in Arklow and Dublin with Labour Leader, Ruairi Quinn and his party officials. `I was not prepared to join the party without receiving these commitments for the constituency and I am confident that in a Labour Government situation they will be delivered', he added.
